  3. Collection of fees on an Execution and Order of Sale, when the same is made by a sale:
      For the first $200.00, or less, shall be 10 percent;
      For over $200.00 and not exceeding $1,000.00 shall be 7 percent;
      For each $1,000.00 increment thereafter, but not exceeding $5,000.00 will be 4 percent;
      All sums over $5,000.00 will be 2 percent.
      One half the rate on all sums collected will apply if there is no sale
